Minutes of the Annual General Body Meeting of the 

Indian Academy of Pediatrics , 8th January 2010

Venue: Hyderabad International Convention Center.

 

MINUTES

The President, Dr Deepak Ugra welcomed the General Body. He requested the Hon Secretary General, Dr Tanmay Amladi to read out the names of those IAP members who passed away during the year 2009

 

The following IAP members were then bereaved by the General Body:

  1. Confirmation of the minutes

 

  • Dr Tanmay Amladi, Secretary General of IAP explained the General Body that the key issues of the minutes of the Annual General Body Meeting of IAP held on 23/1/2009 at Bangalore, Palace Grounds were as follows:

 

  • Revocation of suspension of Dr Arun Kumar Agarwal and reinstatement as life member and that he agreed to withdraw all the court cases filed against IAP and individual office bearers and IAP members
  • It had been resolved that it is a privilege and honor to be invited as faculty to PEDICON and no payment to be made to faculty
  • IAP TB Chapter was dissolved
  • It was resolved that the organizers of PEDICON should give 10% of surplus (max Rs 5,00,000/-) to Indian Pediatrics
  • Minutes of the previous AGM and accounts of IAP should be circulated 1 month in advance to all members
  • Annual reports and CHW reports last date = 30th Nov
  • Awards reports recd by IAPCO on 15th Dec
  • It was recommended that the minutes of the previous AGM of IAP could  be published in IAP bulletin and on IAP website – the minutes had been  put on website

 

  • There was discussion on the publication and circulation of the minutes of the General Body and of the IAP Financial report well in advance to all IAP members so that everyone gets an opportunity to go through the same. Dr Ajay Gambhir, Dr Naveen Thacker, past President of IAP, and Dr Rohit C Agarwal, immediate past Hon Secretary General gave their inputs in this regard. The General Body took note of these these suggestions that the resolutions passed in the General Body should be prepared and circulated, first as a draft among the Executive Board members, and then given its final shape and published in the Annual report and uploaded on the website well in advance.
  •  The minutes of the General Body Meeting of IAP held at Bangalore Palace Grounds on 23/1/2009 were passed by the General body

2. Business arising out of minutes

 

The following business had been transacted as a result of decisions made during the Annual General Body Meeting of Bangalore 2009:

 

  • Letter was issued to Dr Arun Kumar Agarwal informing him of the decision taken at the Bangalore AGM 2009 – Annexure -1
  • Election 2010 Matters -  Annexure-2

 

Election Guidelines

Dr Nitin Shah, past President of IAP,  pointed out that, as per the IAP Constitution, any changes in the existing election guidelines should be made first by the Executive Board and then recommended to the General Body; if the General Body approves, then it should be put into application from the next year onward; the Chief Election Commissioner’s duty is to follow the existing guidelines – he / she is not responsible for making any changes in the guidelines and he / she does not breach any rule of the IAP Constitution as long as he / she follows the existing latest guidelines as framed by the Executive board and approved by the general Body

 

 

Regarding formation of a Tribunal for the IAP Election……….

Dr Ajay Gambhir pointed out that just like every citizen of India has the right to go to court even against the President or Prime Minister, likewise in IAP too.

 

Regarding Govt of India Parliamentary Elections Voter ID for IAP Elections

Some members, including Dr BK Jain from Bihar and Dr Arun Kumar Agarwal from Ghaziabad raised the issue of why Govt of India voter ID cannot be used as a valid identity for IAP election ballots, since it is a valid document for parliamentary elections and all members may not possess a driving license, passport or PAN card.

Dr Pravin Mehta, Executive Board member, IAP, 2009, pointed out that in 2009 the voter ID had been rejected as a valid ID for IAP election, specifically because there is no signature on the Govt of India voter ID, although there is a photograph and because the election commissioner want to verify the signature as per the records of IAP office and that was not possible in the Voter ID; he also clarified that despite this, he personally, was in favor of the Govt of India voter ID being considered as valid identity proof for IAP Elections.

Dr George Moolayil pointed out that the Govt of India did not have a signature since the voter had to physically travel to an election booth where of person himself or herself is possible while in IAP elections, the ballot papers are posted hence having an identity proof with signature is vital for confirming valid identities of the voters.

Dr Raju C Shah, past President of IAP, pointed out that there are already multiple options available for voters in IAP elections which were more than adequate and that members should not really be asking for any more options, although, he acknowledged that it was the prerogative of the General Body to revise rules in this regard.

Dr Nitin Shah, past President of IAP, pointed out that regardless of which ID one is talking about the CEC has to follow the existing guidelines while conducting elections; any modifications can only be applied prospectively and not in retrospect. 

Dr Sangita Yadav that IAP should bring out a card which has, both the photograph as well as the signature, for all its members.

Dr Praful Jain suggested there should be a separate card for life annual members (who have voting rights) and a separate one for associate members.

Dr Arun Kumar Agarwal stated that the CEC changed the rule midway during the election in 2009, regarding supplying duplicate ballot papers against valid Identity proof, so that, in his opinion, many all over India were deprived of duplicate ballot papers.

Dr Bharat Parekh, Chief Election Officer, CEC, IAP Elections held in 2009, pointed out that constitution of IAP Rule No.16A clearly say that IAP Election will be conducted as per the guidelines given by EB/GB by time to time. He also clarified that there is necessity to assess the validity of applications for duplicate ballot papers and he reiterated that the elections had been conducted as per the guidelines and that there was nothing wrong done – he also expressed disbelief that any IAP members could not be having even one of the existing required identity proofs and also stated that if any member states that many members were deprived of duplicate ballot papers, then such a member should be willing to provide the General Body with actual statistics.

Dr Atul Kumar Agarwal pointed out that even the driving license in some states did not have a signature. 

Dr Rohit C Agarwal pointed out that the IAP Identity Card is available easily upon payment of Rs 100/-.

Dr Sanjay Ghorpade requested the Chair to conclude the matter.

Dr C P Bansal requested that Govt of India voter ID should be considered valid.  

Dr Ravi Kumar pointed out that the General Body represented all of India and should make the decisions.

Dr A S Vasudev suggested that since the world is resorting to electronic media, IAP should also devise a mechanism of online voting.

Dr Suhas Prabhu stated that sending a photocopy of identity with signature on it would solve the problem, 

Dr Neeli Ramachandran pointed out that any identity proof can be fabricated hence, this matter should be closed without wasting so much time on it. 

Dr Arabinda Mohanty pointed out that banks have a database of all its customers with photographs and signatures and IAP should formulate the same.

Dr JS Tuteja expressed his view that it was insulting that for our elections we are asking identity proofs from our own members. He suggested that even APPA does online voting and that IAP should adopt the same procedure.

The Chair, Dr Deepak Ugra then proposed to put the issue to voting by the General Body by show of hands; Dr Sangeeta Yadav objected to this saying it should be by secret ballot  in writing as some members may raise both hands and mislead the Chair; Dr Ugra explained to the General Body that it was already very late, there was a long agenda and that the esteemed members consisted of all educated and mature people and hence voting should be by show of hands

There was a show of 30 hands for those in favor of using the Govt of India parliamentary election voting card as IAP election ID while there was a show of more than 40 hands against the use of this card. Hence the Chair announced the ruling of the General Body after counting the show of hands that the Govt of India parliamentary election voting card will not be permitted for IAP elections as voter ID in the year 2010, and that the General Body accepts the existing guidelines for conduction of IAP Elections and recognizes only the following photo-ID’s duly signed by the member, as valid ID’s for IAP election, - PAN Card / Passport / Driving License / IAP Identity Card (any one)

Any change in this should be tabled in a subsequent Executive Board meeting, if deemed necessary by the Executive Board, and if the Executive Board approves, it should be put as a recommendation from the Executive Board to the General Body for appropriate amendment

 

Regarding holding 2nd Special General Body Meeting in Mumbai

Dr Shyam Sidana pointed out that holding a second Special General Body Meeting in Mumbai, a month after the Special General Body Meeting at Hyderabad was not practicable for everyone to attend

Dr Nitin K Shah, past President of IAP, pointed out that as per the Constitution, the President and Secretary decide the venue and date of the second Special General Body Meeting; it need not necessarily be held in Mumbai

Dr Ajay Gambhir and Dr SBP Singh suggested to the General Body that the second Special General Body Meeting may be held immediately the next day at the Pedicon venue itself so that it save the members the trouble of making a separate trip to any other city

Dr Naveen Thacker and Dr Nitin K Shah, past Presidents of IAP, pointed out to the General Body that the Special General Body Meeting is just to confirm the decisions taken in the first Special General Body Meeting and that the members cannot alter even one single word of whatever has been passed or discussed in the first meeting; if there is any controversy in the second meeting, the matter has to be brought back to the General Body for re-consideration

Dr George Moolayil pointed out that Rule 65 should be followed for sending the notice preparing the agenda and conducting the second Special General Body Meeting

 

3. Consideration and adoption of the audited Statement of Accounts

 

The audited Statement of Accounts of Indian Academy of Pediatrics for the financial year April 2008 to March 2009 (AY 2009-2010) were presented by the Treasurer, Dr Sailesh Gupta. The following discussion took place:

4. Consideration and adoption of Annual Report of the Society

5. Appointment of Auditors and fixing their remuneration.

 

Dr Tanmay Amladi, Honorary Secretary General, informed the General Body that the present auditors were M/s S C Maheshwari & Associates and their audit fee was  Rs 21,000/- and Rs 4500/- for preparing Consolidated Accounts of IAP, IP and IJPP

6. Appointment of Legal Adviser and fixing his remuneration.

 

Dr Tanmay Amladi, Honorary Secretary General, informed the General Body that the present Legal Advisor was Mr G A Tambe and the present Honorarium for him was Rs 10,000/- p.a.

7. Appointment of IAP Election Commission.

 

The following Election Commission was passed by the General Body for IAP Election 2010:

8. Appointment of IAP Constitution Amendment Committee (including IAP Election Reforms)

 

Constitution Revision / Amendment Committee should consist of five members, erstwhile President will be Chairman and Past successive four Presidents will be members.

This IAP Constitution Amendment Committeewas passed by the General Body

 

9. Consideration of matters related to Legal Cases against IAP and IAP Office-Bearers.

 

  • Dr. Arun Kumar Agrawal’s legal cases (please see Annexure 3 for background information) 
  • On 23/1/2009 theGeneral Body resolved to end the suspension of Dr. Arun Kumar Agrawal (and re-instate him as IAP’s life member). This was informed to him by letter No. ELEC.08/6976/09 dated 6/2/2009.
  •  Compromise Deed was signed on 18th June 2009 between Dr. Arun Kumar Agrawal and the Defendants ----- IAP, Dr. Bharat Parekh, Dr. Naveen Thacker, Dr. Deepak Ugra, Dr. Rohit C. Agrawal, Dr. Nitin K. Shah and Dr. Panna Choudhury; in the Compromise Deed it is recorded that Dr. Arun Kumar Agrawal has rejoined as a member that he hereby undertake to withdraw each and every suit pending in each of the courts in Ghaziabad and Mumbai and that both parties will not raise these issue again in future or will indemnify each other.

 

  • In July 2009, there was a communication between CENTRAL IAP and Dr. Arun Kumar Agrawal that Dr. R. K. Agarwal is not a signatory to the Compromise Deed and hence Dr. Arun Kumar Agrawal mentions that “IAP will take full responsibility for any liability / damage for legal expenses on the side of Dr. Arun Kumar Agrawal in case a litigation arises with Dr. R. K. Agarwal in this matter now or in future.

 

  • On 3/12/2009Suit no. 216 of 2009 withdrawn by Dr. Arun Kumar Agrawal in Bombay City Civil Court.

 

  • As of 29/12/2009Suit no. 543 of 2008 filed in Ghaziabad City Civil Court was yet to be withdrawn.
  • Suit no. 147 of 2008Application for withdrawal given by Shri M. P. Tyagi on stamp paper to Ghaziabad City Civil Court between 23-26 December 2009.

 

  • Dr Gadadhar Sarangi’s legal notice and his wife’s court case (details in Annexure-4)

 

The legal notice and court case and the issues related to the notice and case were discussed at length by the General Body; the General Body was of the opinion that Dr Gadadhar Sarangi should now withdraw both the court cases. Dr Sarangi informed the General body that there were no court cases, only legal notices served. The General body discussed the matter and suggested that Dr. Sarangi may please refrain from taking any further legal action and also resolve the matter amicably with IAP office bearers; the matter was closed there as Dr Sarangi did not make any commitment on this issue despite many attempts from the General Body and the Chair to persuade him to do so.

 

10. Consideration of Accounts of Pedicons

 

  1. 45th Pedicon 2008, Bhuvaneswar: (For details, see Annexure-5)

The matter was discussed in detail by the General Body, in which Dr Gadadhar Sarangi was also given a chance to convey his views and opinions.

The final conclusion reached by the General Body was that matter should be buried here and leave it to Executive Board to take necessary step to finalization of account

 

  1. 46th Pedicon, Bangalore (2009) : (For details, see Annexure6)

 

Regarding the account of Pedicon 2009 at Bangalore, Dr. Nisarga in Executive Board meeting has promised that the account will be closed before end of this month or next month so there is no issue is there 

 

  1. 47th Pedicon, Hyderabad, 2010

In the matter related to Pedicon 2010 about GSK's withdrawal from sponsorship, and central IAP’s and Pedicon 2010 team’s responses to the same, the Chair informed the General Body that the issue had been discussed in the IAP Executive Board Meeting held on 7th January 2010;   that members appreciated the stand taken by President. Members wanted to ban GSK for 10 years. The Chair requested not to do so, which was supported by many. In the last it was decided that it will be considered as one irrational behavior of one person of GSK and IAP and its members will never deal with that person again. IAP will not put any ban on GSK. It was accepted by all.

 

d) 48th Pedicon, Jaipur, 2011:

 

The early bird registration fee of Rs 3500/- and subsequent tariff for Pedicon 2011 registration of delegates, as given below in the table, was approved by the General Body

13. Consideration of correspondence.

  • IAP constitution amendments proposed by CAC require wider discussion and should be communicated to total IAP membership , giving reasons for amendments

The General Body discussed this issue – it was felt that although Dr RN Srivastava was not present, his correspondence should be respected and discussed – Dr Raju C Shah and Dr Nitin Shah, Past Presidents of IAP suggested that this issue may be referred to the Constitution Amendment Committee for consideration

 

  • UNICEF’S outsourced partner-evaluation report
  • KPGM outsourced by UNICEF to evaluate all its partners
  • Accordingly IAP also evaluated by KPGM reps who came to IAPCO in July –August and studied approx 30 documents previously requested by them
  • Report submitted by KPGM to UNICEF
  • Ms Mary Mendes shared report with IAP OB’s in Oct 09
  • High risk for funds flow – IAP accepting foreign funds without permission of FEMA (Ministry of Home Affairs )
  • Clarified with CA – not required as these are not grants but reimbursements for actual expenses

 

  • Moderate risk for staffing , internal audit and accounting practices
  • Hire full time CA
  • UNICEF may help re-train IAPCO staff and define portfolios and job functions
  •  

The General Body concluded that IAP does not want to be seen as a financially high risk partner with UNICEF and decided to refer the matter to the Finance Committee Report for study and get back to General Body.

The General Body concluded that the training of the office staff with the help of UNICEF with appointment of full time CA will be discussed with the office bearers and will come back to the next Executive Board

The General Body concluded that no further letter in this regard will be entertained by any members.

 

  • Dr Arun Kumar Agarwal – Nov 17th 2009
  • IAP should have all-India character – Secretary and Treasurer should be from any part of India*
  • IAP should provide details of Dr Naveen Thacker’s visits to all IAP sponsored activities in India for last 4 yrs and source of funding for foreign visits(later this request was withdrawn)
  • *Secretary General, Dr Tanmay Amladi pointed out that as far as the all India character of IAP is concerned, the General body should note that
  • At least 50 EB members from all over India deliberate on all imp IAP matters at least twice to thrice a year
  • Most important organs of IAP – IP & IJPP are permanently decentralized to Delhi and Chennai
  • IAP Drug Formulary – looked after from Kochi
  • IAP Pediatric Software – looked after from Gwalior, Ahmedabad with IAPCO support
  • IAP has 284 branches and 26 chapters and groups which have their own activities and provide platform for all IAP members to participate
  • Presidents of IAP have been from all over India in the past
  • IAP has 12-13 important subcommittees which have chairpersons and conveners from different parts of India, who advise IAP on important matters like ethics, finance, constitution amendment, IAP website etc
  • Most prestigious event of IAP – Pedicon – has been held successfully in so many different cities in India
  • Correspondence of all members from all over India is represented at the EB / GB meetings
  • All important decisions and developments on issues on child health are communicated from IAPCO to all local and state branches and subspecialty chapters and groups
  • IAP CO has been in Mumbai since 1967 – some records go as back as 30 to 40 years
  • Many records are not available in e-form
  • A lot of important correspondence is recd by IAPCO which is not in e-form
  • IAP staff needs secretary’s and treasurer’s signatures on documents cheques, vouchers and invoices at least thrice a week
  • On an average the Hon Sec Gen needs to spend at least 9-12 hrs a wk in office to deal with correspondence and needs to be physically present for signatures, to meet persons from other agencies with relevant papers in hand and office staff at hand in case any documents are needed
  • On an average the Treasurer needs to spend at least 6-9 hrs a wk in office and needs to be physically present for signatures, to meet persons from financial agencies with relevant papers in hand and office staff at hand in case any documents are needed

 

The General Body concluded that the letter should be withdrawn

  • “IAP election held in 2007 was not free and fair and they should be erased from record book, the action of the then President and Secretary in their letter to Dr Arun Kumar Agarwal dated 24/12/07 and their behavior in GB 2008 should be condemned and regretted”

 

The General Body concluded that matter is resolved and nothing further needs to be done at the General Body

  • FIAP awards should be 1 per 1000 IAP members
  • GBM time should be at least 2 hrs
  • IAP should advice GOI to have pediatrician i/c of ICDS to ensure better immunization and nutrition care
  • Life membership should be at least 20 years and 2nd term should = ½ of member fee and 3rd term should be free
  • Delegate fee should be increased every year by more than the prevailing bank interest rate as decided in GBM in 2007

 

The General Body heard out these proposals – there was not much response from the General Body on the individual suggestions put forth

  • Sudden non-availability of Rotarix
  • “IAP can impose a moral responsibility on GSK, if approved by EBM can black-listed and force company to face legal case on behalf of pediatrician in case consumer goes to court for inability to complete immunization”

 

The General Body was of the view that this is outside the purview of central IAP functioning and that individual pediatricians may take up this issue if they feel it necessary to do so.

The General Body observed the facts that the following:

  • Formation of central IAP guidelines is the prerogative of the central IAP and not the subspecialty Chapter, although appointed members of the concerned Chapter are, as a rule, always involved as experts in the preparation of the guidelines, along with office bearers
  • The guidelines were prepared in 2006 itself, although they were published later due to logistic reasons, as explained by the Editor in Chief of Indian Pediatrics

Hence the General Body decided that no further action need be taken by the central IAP in this regard

 

 

  • Dr Gadadhar Sarangi, Cuttack, Nov 30th 2009
  • IAP is limited to Mumbai, secretary based, with internally weak election process and now vaccine companies are hijacking work pattern of IAP
  • IAP Constitution needs radical change and not amendments and needs to be re-written
  • IAP should be President-based
  • State units should elect EB members without CENTRAL IAP interference
  • EBM’s should elect President, Secretary, Treasurer, and 5 VP’s one from each zone
  • IAP to work in zones and VP of each zone will be President of that zone

  • NGO called CLAP filed PIL in Orissa High Court and made IAP and BPNI party in 2007
  • IAP Medicolegal Cell gave its negative remarks on the research
  • Court referred matter to ICMR with Dr HPS Sachdev, Dr Sarath Gopalan, Dr Saheli, Dr Siddharth Ramji – they opined that symbiotic is a probiotic which is a drug and can be administered
  • Dr Mohanty’s views – Symbiotic is a food – adm to BF NB’s is violation of IMS Act and also child abuse

  2. Travel Facilities: A medical practitioner shall not accept any travel facility inside the country or outside, including rail, air, ship, cruise tickets, paid vacations etc, from any pharmaceutical or allied healthcare industry or their representative for self and family members for vacation or for attending conferences, seminars, workshop, CME program etc as a delegate

 (c) Hospitality: A medical practitioner shall not accept individually any hospitality like hotel accommodation for self and family members under any pretext

(d) Cash or Monetary Grants: A medical practitioner shall not receive any cash or monetary grants from any pharmaceutical and allied healthcare industry for individual purpose in individual capacity under any pretext.

IAP should have mechanism to ensure that every member of IAP follows these guidelines”

  • (4) Purchase should be authorized by the Executive Board of Central IAP or the General Body of Central IAP.

  • However, there was no mention about presanctions from EB/GB of CENTRAL IAP and EB/GB of Orissa State Branch.

  • (1) The PEDICON 2008 Organizing Committee created the Trust “PEDICON 2008 Trust” but the purchase is not authorized by Central IAP / IAP Orissa State Branch
  • (2) The cost of this land Rs.58,54,342/- is accounted as PEDICON expenses. 
  • He has recommended the following
  • (1) Adopt rectification measures suggested by M/s. S. C. Maheshwari & Associate, C.A. of CENTRAL IAP
  • (2) Request Organizers of PEDICON 2008 to close bank accounts
  • (3) Disallow further use of IAP IT PAN number for any purpose of PEDICON 2008

  • (12) Received response from Dr. Dhananjay Shah, Member, IAP, Finance Committee:
  • He observed that:
  •  (1)According to his calculations, IAP CO has already received the amount due to it from PEDICON 2008; in fact he felt CENTRAL IAP had received an “excess” and that therefore any “ill intention towards CENTRAL IAP” was “ruled out.”
  • (2)It is advisable for CENTRAL IAP and PEDICON organizers to sit across the table and resolve the matter rather than raise issue through letters / emails.
  • (3)He felt it is more important to be “politically wise” rather than “technically correct”.
  • (4) He compared this issue to issue of alleged fake ballot papers during a past IAP election.

  • (5)An MoU should be henceforth signed between CENTRAL IAP and the host branch(es) for future PEDICONS where the issues of finance sharing and other matters should be clearly outlined.

  • No presidential agenda or their scientific publications of their tenure should be allowed in official journals of IAP after the tenure is over
  • Subchapters and groups should be involved to maintain dignity and credibility

  • Date of submission and acceptance should be clearly mentioned even if article is from CENTRAL IAP
  • Participants to form guidelines should be from IAP

Annexure – 8: Suggestions for Election process of Editor In Chief of Indian Journal of Practical Pediatrics

  • Should have served the journal for at least nine years
  • Should have served as member, editorial board / assoc editor / managing editor / executive editor
  • There should be evidence for this – certificate from EIC while filing nomination
  • If there is any error in the certification, EIC and team will be held responsible
  • Duty of election officer and OB’s of IAP to verify the same before accepting nomination
  • Eligible candidate should reside in Chennai (postal code should be Chennai) during election and after being elected during term

Annexure-9 – Matters related to Pharma company sponsorship

 

IAP Conference Guidelines 2000

  • Total ban on IMS  producing companies
  • No banners or posters in scientific halls
  • During sponsored program, slides of sponsor should be displayed before and the end of the program
  • No gambling, lucky draws etc in scientific exhibition areas
  • All delegates and faculty members should register for the conference

 

MCI Code of Ethics – Notification, Dec 10th 2009, New Delhi

  1. Gifts: A medical practitioner shall not receive any gifts from any pharmaceutical or allied health care industry and their sales people or representative.
  2. Travel Facilities: A medical practitioner shall not accept any travel facility inside the country or outside, including rail, air, ship, cruise tickets, paid vacations etc, from any pharmaceutical or allied healthcare industry or their representative for self and family members for vacation or for attending conferences, seminars, workshop, CME programme etc as a delegate

 

 (c) Hospitality: A medical practitioner shall not accept individually any hospitality like hotel accommodation for self and family members under any pretext

(d) Cash or Monetary Grants: A medical practitioner shall not receive any cash or monetary grants from any pharmaceutical and allied healthcare industry for individual purpose in individual capacity under any pretext.

  • Any conflict of interest must be disclosed  in written documentation for
  • Chairs of sessions
  • Speakers of sessions
  • Discussants at sessions (verbally when appropriate)
  • Examples of conflict of interest
  • Funding of research by commercial organization
  • Funding of delegate’s registration, travel, accommodation at meeting
  • IPA policy re Individual Ethical responsibility
  • Accepting financial incentives to purchase pdts – not acceptable
  • Acceptance of excessive gifts – not acceptable
  • Acceptance of free drugs or other pdts samples – not acceptable

IAP Industry Guidelines

  • The esteemed members should desist from being sponsored to attend events with industry funding
  • There should be no support whatsoever of IMS producing companies
  • In case of sponsorship, the members are expected to declare the conflict of interest
  • In case of sponsored speakers
  • There should be no link betw speakers and agencies funding
  • Organizers should organize travel, stay and hospitality
  • Company reps should not accompany speakers
  • Undue reference to drug / pdt should not be made in the talk
  • Speaker should speak scientifically and rationally
  • Speaker should declare conflict of interest before the lecture
  • Gifts should be avoided – gifts such as car, computers, household gifts, travel packages, and stay at five star hotels should be avoided
  • Gifts such as books, stethoscopes, torches, and other inexpensive articles useful in pt care can be accepted
  • The members should desist from being sponsored by industry to travel from their city to venue of conference / symposium / seminar
  • The members and office bearers of IAP should voluntarily declare any visit tours and travels sponsored by industry
